Customer story: Dutch Police

The Dutch Police is the world’s first public sector organization to attain ISO/IEC 19770-1 certification

The Dutch Police successfully became the world's first public sector organization to achieve ISO/IEC 19770-1 certification for ITAM. Working with Noventiq, they transformed their already mature Software Asset Management (SAM) practices into a fully certified ITAM program. Aligning its SAM processes with the certification standards, improving stakeholder engagement and software asset visibility.

Customer

The Dutch Police (Politie Nederland) is the national police force of The Netherlands, formed in 2013 through the
merger of 25 regional and national police forces. It employs 65,000 staff members, including 2,700 IT professionals and a dedicated ITAM team of seven. Having established its SAM function in 2012 already, the Dutch Police have a strong IT asset management practice. However, without external validation, it lacked a clear assessment of its maturity level.

Challenge

The primary challenge involved bringing various stakeholders on board and formalizing relationships across different departments.

Key challenges included:

  • Lack of external validation for existing ITAM processes;
  • Ensuring process documentation met ISO/IEC 19770-1 requirements;
  • Gaining buy-in from various stakeholders across different departments;
  • Aligning software asset management strategies with certification criteria.

Solution

Leveraging expert guidance from Noventiq, and implementing a comprehensive ISO ITAM management system to document, manage, review, and modify SAM practices efficiently.

Key solutions provided:

  • Conducted an in-depth analysis to identify improvement areas;
  • Implemented structured documentation processes;
  • Increased engagement with key stakeholders to formalize ITAM processes;
  • Focused certification scope on commercial software licensing for a targeted approach;
  • Established a continuous improvement framework to maintain compliance.

Results

Achieved ISO/IEC 19770-1 certification, becoming the world's first public sector organization to do so. The certification validated the Dutch Police’s ITAM maturity, improved stakeholder collaboration, and enhanced trust with software vendors.

  • Successfully obtained ISO/IEC 19770-1 certification;
  • Achieved enhanced visibility of software entitlements and usage across 500+ publishers;
  • Improved stakeholder relationships through structured interactions;
  • Enhanced trust with software vendors;
  • Better insight into full software entitlements;
  • Laid the foundation for extending certification to Hardware Asset Management (HAM) in the future.
